How to File Your CAPE Declaration

  1. Log in to ACE at ace.cbp.dhs.gov using your ACE Portal credentials.
  2. Navigate to the CAPE tab in the left sidebar under Trade → CAPE.
  3. Click Upload and select the CAPE Declaration CSV you just downloaded.

How does the Tariff Refund Calculator work?

The calculator reads your ACE ES-003 export, identifies IEEPA tariff lines (HTS codes starting with 9903.01 or 9903.02), and estimates your refund principal plus statutory interest. It then classifies each entry’s CAPE Phase 1 eligibility and generates a downloadable CAPE Declaration CSV ready for upload to ACE.

You’ll upload the ES-003 Entry Summary Line Tariff Details report from your ACE account. This is the only file format the calculator accepts, because it contains the line-level HTS, entry, and duty data required to identify IEEPA refund eligibility. Our Quick Start Guide walks through the ACE export process.

Your ES-003 file is parsed entirely in your browser. No entry data, IOR numbers, or supplier details are transmitted to 1st Capital Financial or any third party. Only the information you choose to enter into the lead capture form, if you submit one, is shared with our team.

The CAPE Declaration is a single-column CSV of eligible entry numbers that you upload to ACE’s CAPE tab to file your IEEPA refund claim. Our calculator generates this file automatically based on the entries it classifies as CAPE Phase 1 eligible. Three steps to submit: log in to ACE, open the CAPE tab, then upload.

The calculator displays all entries from your ES-003, but applies CAPE Phase 1 eligibility filters before generating the export. Entries excluded include those without IEEPA HTS lines, those with Duty Deferral or Reconciliation type codes, and those liquidated more than 80 days ago. Each ineligible entry shows the reason for exclusion.
